The federal bureaucracy is not a fourth branch of government, it is an agency that works for the President of the United States and thou they may (like the EPA Environmental Protection Agency) have their own agenda they are not a law making branch. If they do then you would have more agencies and their employees “doing their own thing” like Kim Davis the Kentucky county clerk who refused to issue a marriage licenses to same-sex couples even after the Supreme Court’s decision in Obergefeel v. Hodges. They do handle almost every part of your life. It is believed there are probably over 2000 of these federal government agencies,

That so interesting to hear and I think that since our founding of the nation, the Constitution can be referred to ask the "bible" of this country. The Founding Fathers worked so hard to be independent and create a nation that was different, but one that could work for many centuries. After two centuries and five decades it has seemed to work and it would be very hard to change something that so many of us are used, too. In Goodsell’s “A Case for Bureaucracy” Goodsell makes several valid points about the argument for and against Bureaucracy. Before reading I too would have assumed bureaucracy is a waste of time and that most bureaucrats are just lazy, rude and tend to hate their job. But now I've realized that Bureaucracy does succeed. People, Americans, tend to expect bureaucrats to be able to do anything. Even when the tasks seems impossible they expect the problem to be solved immediately which ultimately sets the bureaucrats up for failure from the beginning.

The most important thing that the bureaucracy does is implement policy. Congress and the President make the policies and laws, but they have someone else (the bureaucracy) to implement them. However, they also make policy by rule-making (process of defining rules or standards that apply uniformly to classes of individuals, events, and activities). Also, according to Jillson (2016), "Congress passes laws that authorize government programs, the bureaucracy then writes specific rules that define how the program will be administered." So, when the bureaucracy makes rules you have to obey them because they have the force of law.

The most effective bureaucratic system is that of the United States. If i could change the US bureaucratic system to one for another nation, I would choose not to do so because the citizens of America would not do well with a drastic change. The system we have now is productive and effective in doing its job. The United States, in the past, has been known to be the best nation in the world for many years. Other countries would look up to this country's system and try to replicate it so their nation could be as effective as this one.

An agency could also be “bogged-down” in Red-Tape (Standard Operating Procedures), and it requires a lot of time to change things. Administrators can use their discretion differently when the standard operating procedures don’t properly address implementation. The Federal Bureaucracy is an organization of non-elected officials of government or organization who implement the rules, laws, and functions of their institutions. Essentially, Congress and the president create laws that are vague. The bureaucracy is responsible for figuring out how to implement these vague laws in our society through regulations, forms and rules. The Bureaucracy consists of 500 departments with roughly 2.6 million employees. Although, the bureaucracy is not actually a branch of government it does have influence over the decisions of the three branches government.

The Government is the ultimate ruler of the people, sets the ultimate laws of the land and says what goes and when not pleased uses all the means in their power to influence. The basic functions of the United States government are listed in the Constitution. Due to the immense power of our federal government, people often argue that it is too powerful and should be lessened. Sub further the state governments use a sum of power to do the same. There has been an effort to shift power from the federal government to the states.

On the onset, it might appear as though the federal bureaucracy and Congress are two completely separate entities, with no relation to each other. However, upon a further look into the situation, it is obvious that the two work closely together, Congress makes and passes the laws, and the federal bureaucracy institutes and enforces those laws into action. Even though these two separate entities have their own specific functions, Congress is truly in control over the federal bureaucracy. Among the several different methods of control Congress employees, there are two specific measures Congress takes that standout among the rest.
