If i could change the US bureaucratic system to one for another nation, I would choose not to do so because the citizens of America would not do well with a drastic change. The federal bureaucracy grew because the demand for structure and economic growth grew tremendously within major organizations. For example, transportation, farming, housing, and commerce of labor. These organizations developed because the economy was growing and needed needs to be met. Individuals were hired based on their educational backgrounds. In Goodsell’s “A Case for Bureaucracy” Goodsell makes several valid points about the argument for and against Bureaucracy. Before reading I too would have assumed bureaucracy is a waste of time and that most bureaucrats are just lazy, rude and tend to hate their job. But now I've realized that Bureaucracy does succeed. People, Americans, tend to expect bureaucrats to be able to do anything. Even when the tasks seems impossible they expect the problem to be solved immediately which ultimately sets the bureaucrats up for failure from the beginning.
The most important thing that the bureaucracy does is implement policy. Congress and the President make the policies and laws, but they have someone else (the bureaucracy) to implement them. However, they also make policy by rule-making (process of defining rules or standards that apply uniformly to classes of individuals, events, and activities). Also, according to Jillson (2016), "Congress passes laws that authorize government programs, the bureaucracy then writes specific rules that define how the program will be administered." So, when the bureaucracy makes rules you have to obey them because they have the force of law.

They act as the agent in a principle-agent relationship because they carry out the request or commands of the government (principle). Through administrative adjudication and rule making, bureaucrats play an essential role in establishing laws, hence making them a powerful entity when implemented correctly. Furthermore, the legitimacy of a bureaucracy can be confirmed by being a liaison to the legislative branch. Federal regulations are in place to ensure establishments adhere to the rules set forth by the government.
My experience with bureaucracy is probably like that as others. Knowing many that work for the United States Postal Service. When it benefits and suits the Federal government they see it both as a private entity and as a federal government agency. Although the Postal Service has a legal monopoly on mail delivery (no one else can put letters or packages in its mailboxes, for example), it enjoys the equivalent of generous subsidies that private companies don’t get.
