487 – 496): Reconstruction in Wartime (pp. 487 – 488) 2. List and explain the major components of Lincoln’s Proclamation of Amnesty and Reconstruction Plan, otherwise known as the “10% Plan”. Before Lincoln was assasinated, he had been developing a Reconstruction Plan that favored forgiviness over punishment. His Ten Percent Plan stated that if 10% of the voting population in 1860 of a Southern sate pledges loyalty to the nation, then the state would be able to join the Union. This plan was considered to being very lenient.

Some of the political parties include the democratic, republican, constitution and green party The Republican party was then known as the radicals. Republicans often made their presence and power known. The radicals believed that Lincoln's ten percent plan was quite lenient in his efforts to get the rebellious states to come back to the union. The goal of reconstruction was to get Southern states to come back to the Union under the terms and conditions of the Union. It is said that the Union stood for the full political and civil equality for blacks.

After the Civil War, the federal government began a program known as reconstruction. Reconstruction refers to the period following the Civil War of rebuilding the United States. During and after this period, blacks made substantial gains in their political power and many were able to move from abject poverty to land ownership. Although African American were freed by the end of the Civil War, they were not directly given legal and political rights under President Andrew Johnson. Throughout the first years of reconstruction, blacks formed equal rights Leagues in the South to demand equality under the law, including the right to vote, and to fight oppressive black codes laws that restricted the lives of newly freed African Americans in numerous

Abraham Lincoln once promised, “To care for him who shall have borne the battle, and for his widow, and his orphan.” This promise is to remind us to never forget the cost of freedom and what veterans did for our country. How do we as Americans keep his promise?

Essay Questions for Section I 1) The key point of the Reconstruction was to reconstruct the South, in order to, bring it back into the United States. However, there were many issues that the federal government had to deal with during this time period. In my opinion, I would say the primary issue that the federal government was faced with, would be figuring out how to bring the South back into the United States. The other main issue that the federal government was faced with, would be to figure out was what to do with the freed slaves.

After the Civil War ended 1865, The Reconstruction Period started from 1865-1877 to rebuild the damage done after the Civil War. President Abraham Lincoln began development to reconstruct the South, due to the occupation of soldiers in areas of the South. His main goal was to rejoin the south and the north and to rebuild the Nation as fast as possible. During the Civil War in the year 1863 Lincoln offered the plan for Reconstruction, the states now required that all States of the United States applied in their new constitution that slavery was no longer

The Reconstruction was important to American history because it gave all different types of people their rights. The fourteenth amendment, The Dawes act and The Homestead Act all have things in common. All of these acts involve something to do with race and or forcing people out of their homes or land. The fourteenth Amendment gave men of color “equal” rights to white men.

Soon after the war was over, President Abraham Lincoln introduced his reconstruction plan to reunite the nation, and have it function the way it used to. On December 1863, President Lincoln issued his Proclamation of Amnesty and Reconstruction; it offered “full pardon” and the restoration of property to white Southerners. However, the prerequisites to receive full pardon include swearing an oath of allegiance to the United States and its laws; the only people excluded from the offer were Prominent Confederate military and civil leaders. He favored a moderate policy that would conjoin the South with the Union without any punishment for treason. Many resisted Lincoln’s plan, saying it was not harsh enough while others did not know if Lincoln was being too lenient. The Radical Republicans and moderate Republicans were caught in a conflict. One important event of the Reconstruction Period was the Wade-Davis Bill. This was formed by the Radical Republicans and moderate Republicans.

The American civil war led to the reunion of the South and the North. But, its consequences led the Republicans to take the lead of reconstructing what the war had destroyed especially in the South because it contained larger numbers of newly freed slaves. Just after the civil war, America entered into what was called as the reconstruction era. Reconstruction refers to when “the federal government established the terms on which rebellious Southern states would be integrated back into the Union” (Watts 246). As a further matter, it also meant “the process of helping the 4 million freed slaves after the civil war [to] make the transition to freedom” (DeFord and Schwarz 96).

After the Union won the major battles that is when Lincoln had put the ten percent plan on the table, this plan was when ten percent of the state’s eligible voters pledge oath to US then they could join the Union. To begin with, there are a few reasons why one would say that reconstruction in the south was a failure. One of these reasons being that, even after the civil war in the South’s government passed laws to limit the rights of the free African Americans. In document C we can see this is evident where it states “No negro or freedmen shall be allowed to come within the limits of the town of Opelousas without special permission of his employers. Whoever breaks this law will go to jail and work for two days on the public streets, or pay a fine of five dollars.”

The Reconstruction period lasted from 1865 to 1877. The thirteenth, fourteenth and fifteenth amendment were created during the twelve years of rebuilding the country. All of the amendments were made to protect former slaves and their rights but on paper they did not have any rights. The reconstruction period had its successes and failures.

Abraham Lincoln’s vs Andrew Johnson’s Reconstruction Plan Lincoln shared the uncommon belief that the confederate states could still be part of the union and that the cause of the rebellion was only a few within the states which lead him to begin the reconstruction in December of 1863. This resulted in plans with lenient guidelines and although they were challenged by Wade-Davis Bill, Lincoln still rejected his ideas and kept his policies in place. Lincoln also allowed land to be given the newly freed slave or homeless white by distributing the land that had been confiscated from former land owners however this fell through once Johnson took office. After Lincoln’s death when Johnson was elected many things started to turn away from giving blacks equal rights and resulted in many things such a black codes which kept newly freed slaves from having the same rights as whites. When Lincoln first acted after the civil war, he offered policies that would allow the confederate slaves to become part of the union again and would allow a pardon for those states.

The Civil War allowed the United States to make the changes necessary to unify the country. In addition, it began one of the most transitional periods in the United States’ history. This period, the Reconstruction, brought about many political, social, and economic changes, which were both beneficial and disagreeable. The 13th, 14th, and 15th Amendments, the Panic of 1873, and the formation of the Ku Klux Klan are just a few examples of heavily impacting events for the United States. During the Reconstruction period there were numerous political transformations in the country.
