On 12/7/16, at 1008 hours, I, Officer Humphries #335, was met in the lobby of the Bladensburg Police Department by a citizen who wanted to file a stolen cellular telephone report. Upon interviewing Mr. Angela Roscoe, reporting person who stated that on 12/7/16, Mr. Benjamin Allen stolen his cellular telephone an Apple, IPhone 6 white in color with a black case. Mr. Roscoe stated that Mr. Allen, is his boyfriend, and he also through food all throughout the residence doing an argument the estimated cost of the IPhone 6 $300.00. Mr. Roscoe was issued a case number in reference to the incident.

Dispatch advised the reporting person, Amber Archer, stated a male was hitting children with a cane. When I arrived I observed several people in a group speaking with Officer T. Minkler. Officer Minkler pointed to a male, a stated he was a possible witness and father to one of the victims.

Rand then asked the other individuals in the car and only Alcala had a valid license, after producing his license Alcala told the officer that the car was his brothers.

In Philadelphia a man by the name Delvin Barnes kidnapped women off the streets a month before he allegedly hit a teen girl with a shovel and stuffed her in the back of the trunk of a car. Barnes is a 37 year old man he was tracked down by a GPS that police used in his car. Barnes was to appear in court for the alleged Philly kidnapping but he made a detour to Virginia and faces another charge there for another allege kidnapping. The kidnappings being a month apart and 275 miles away it is said that have some similarities.

George Potzgo, 7 Darlin Dr. Reading, Pa. 19609(484) 638-0861was advised of the identity of Investigator Sean P. Brennan and of the confidential nature and purpose of the interview, Potzgo, provided the following information: George Potzgo has been a constable for over 12 years. One time Potzgo explained, he couldn’t remember the date; he was standing with Judge Hadzick, Kylie Scott a security guard and her sister Ashley Scott who is also a constable outside Judge Hadzick’s courtroom. Ashley Scott showed Hadzick something on her phone. Potzgo didn’t see what it was on Ashley’s phone, but Ashley read it out loud for everyone to hear. Potzgo couldn’t remember exactly what it said but it said something about a threesome or foursome between the constables and the judge.

Recently, masslive.com reported that a man was arrested in West Springfield, Massachusetts, for failing to register as a sex offender in Florida. The man allegedly moved to Florida and was living in trailer park there without having notified the proper authorities.
