The first character to blame is Tybalt because Tybalt hated the Montagues and when he saw Romeo at their party is was furious because his uncle (Juliet’s dad) wanted Tybalt to leave Romeo alone. But, Tybalt got mad and said “Why, Uncle, ‘tis a shame” and Juliet's father said “Go to go to”. So basically it shows that Tybalt was going to do something to Romeo because Tybalt is going to hold a grudge against Romeo until he finds him and does something.
