Bill Bratton's Broken Windows Theory

In a viewpoint by Nicole Flatow titled “History Indicates Varied Results in Improving Police Brutality in America,” She believes that there has been little reforms regarding police brutality. Nicole argues for years, America has barely made any effort on improving the use of force by police officers. For example, victims such as Rodney King and Amadou Diallo, led to some reforms, but did not solve the violence of police brutality. With the beating of Rodney King that was captured on camera, it sparked massive outrage that led to a riot when the police officers received no charges. Because of the riots, it created a momentum for a reform of the police.

Introduction The New Orleans Police Department is an organization that struggled long before Hurricane Katrina made landfall in August of 2005. Many residents feared the department and some would say that “the department was infected by a culture of discrimination, abuse, and lawlessness” (Ramsey, 2015). Beginning in the 1980’s, police brutality became a major issue in the city, which still continues now, almost 12 years later. During the aftermath of Hurricane Katrina, it seemed that the situation was only worse.

“Several officers told us that concern about civilian complaints resulted in avoidance of situations likely to generate complaints. As one officer put it, “A lot of cops are scared to do their jobs.” This has resulted, these officers believed, in officers being less willing to get involved in enforcement actions, especially quality-of-life offenses or stop-and-frisk situations, which officers feel are likely to lead to complaints of abuse” (Robert C. Due to the rate of crimes there at that time, the police were scared to risk their lives and that the civilians had some kind of dislike towards the police and that made the police uncomfortable with the civilians. Bullying Essay Bullying is definitely prominent and for sure exists to this day. It is based on the color of your skin, and still are stopped based on what they look like rather than what they are doing. I personally have never been stopped but, i know that it exists and i know how i would react.

Each new program instituted to combat crimes comes with some controversy and its opponents. None has come under as much scrutiny as New York’s almost notorious Stop and Frick policy. Introduced as an approach to lever crime in The Big Apply, it has been scrutinized by what is being characterized as unconstitutional practice. Created under Mayor Michael Bloomberg, it has been credited at curbing crime and a fundamental tool in effective policing. The broken-windows theory was enforced before zero-tolerance policy and the Mayor transitioned into a more strict policy for reducing crime. Broken windows policing was effective in reducing crime rates within the United States. The transition into zero-tolerance policy made the police look at small offenses more seriously because these small offenses and low-level crimes could lead to higher offenses. Zero-tolerance was implemented because the Mayor realized all criminal offenses needed to be taken

The theory is very pro-active and requires law enforcement officers to recognize, not ignore, offense and deal with it. Offenses such as graffiti, loitering, soliciting, parking violation, traffic driving, truancy, and abandoned property are minor offenses that grow into larger problems that can transform a good neighborhood into a chaotic neighborhood within the span of 10 years.
