Examining Problems and Their Solutions in The Parole System The United States of America contains the third largest population in the world, which contradicts the fact that the United States has the largest prison population in the world (Aliprandini, and Finley). The fact that their prison population is so large alludes to the reason they would have a strong parole system. Due to contrary belief, this is not the case. Furthermore, the parole system is known to have a multitude of problems laced within it, these problems can be solved by focusing on parolee and parole officer relationships, and partaking in systems that improve the underlying issues. Following through to fix these affairs may seem unrealistic, but a solution could be in sight. Issues within the parole system in the United States include the ineffectivity of parolees meeting with their supervising …show more content…
Another problem that is occurring in the parole system is the release of prisoners into the parole system who were unfairly placed in it due to reasons that have nothing to do with the convicted themselves. Prisons are becoming so overcrowded that the courts are looking to make room by getting rid of some of the existing residents (Kleiman, and Hawken), and this may seem like a great opportunity for the future parolees. But in the end it is doing more harm than good. There are different kinds of parole a prisoner could get assigned to them, if they are even eligible for parole at all. This problem happens in the case of Discretionary Parole, which is the type of parole that is brought up to the parole board to discuss (OVERVIEW). This is an important issue that should be dealt with because it is not fair to send potentially dangerous people into communities when the entire conflict can be avoided. Lastly, parole sets up parolees for failure because they have a strict amount of rules they need to follow but are not in the right circumstances to do so. Mark Kleiman, a professor who teaches
Parole boards in the United States vary from state to state, but in most states, the parole board is selected by the governor with the legislation confirming. The board’s term is between four-six years and five - seven members with terms that allow for renewal. A main responsibility for the board is, “managing parole release processes and making decisions to terminate parole supervision”(Bohm & Haley, 2012, p. 450). The board grants on basis of two types of parole release discretionary and mandatory. The difference in the two paroles are discretionary allows the board to decide to deny or grant the parole, whereas mandatory requires the board to grant parole at a specific time.
In chapter 15 of Corrections in America, the author outlined the history of parole and compares and contrast parole and pardon. The author also describes the current status of parole in the United States and the prisoner reentry process. In addition, this chapter explains how parole is granted and the role of the parole board, how parole supervision is terminated, re entry courts, and the effectiveness of parole. Parole is a correctional option that often evokes feelings.
The release conditions require no criminal offenses, good behavior, or notification of contact with officers. When released from prison in Scotland, the individual never receives full freedom for the rest of their life. The first recall is influenced by these factors; first, it is influenced by the conditions, such as a risk assessment plan and conditions set by a parole officer. The second factor is the judgment used by officers reporting a suspected violation to the parole board. The third reason for the recall is the decisions of the parole board when an individual breaks the contract.
With all of the issues the government must worry about, prison overcrowding should not be one of them. The lazy and effortless attempts of the justice system that resulted in the outstanding number of people inside prisons is overbearing. There needs to be a change. Mandatory sentencing laws, lack of awareness and inhumane treatment of prisoners is unjust. For society to progress, new laws must be passed, recognition must happen, and action needs to take place.
In the system of corrections, getting parole is very lengthy legal process. It is fill with a procedural process that involves a parole board. The parole board’s job is to determine if an offender has been property rehabilitated to rejoin society. The parole board can deny an inmates application based on their sentence, victim’s testimony, and the presentence investigation report. However, the way an inmate behaves in a correctional faculty is very important as well.
Research of reset abysm reveals that a person will more than likely be arrested if they have a higher number of prior arrest (The longer the criminal history the more likely they'll be arrested) and if crimes were committed they were committed within the first year after being released. Because proration officers to have heavy caseload's personal on probation do not get the divided attention needed to assist in the rehabilitation process. Functions of the parole board or to manage the parole release process and to make decisions to terminate parole supervision. Before most important factors pro board to consider prior to renting released on parole is the severity of the crime committed by the offender, the type of crime, The criminal history of the offender, and the number of
The issue of prison overcrowding has been an increasing in America. There are about 2.2 million Americans in jail or prison. The number of people in prison have gotten so large that about one in every 100 adults are behind bars. The increase in inmate population in the United States is a concern to me because some of these people have committed non-violent crimes or have drug related crimes. These people should be placed in rehabilitation centers or be counseled about drug distributing.
The criminal justice system has made a huge impact on past and present society. It has changed dramatically over the years, with different laws being created to help and protect our society. The book On The Parole Board: Reflections On Crime, Punishment, Redemption, and Justice by Frederic G. Reamer explains in great detail about his experiences with being on the parole board. He also describes the challenges that he faces with the inmates and. The crimes he has heard from different inmates, are horrific acts someone can do.
Those who find themselves sentenced to time in a penitentiary, jail, or prison are at risk of either being broken or strengthened by the time they spend behind bars. There is a great debate of whether or not the prison system in the United States is positive or negative. The following will briefly highlight the positives, negatives, and possible alternatives for our nation's prison system. First, there is a long list of negatives that the prison system in America brings. The prison system is filled with crime, hate, and negativity almost as much as the free world is.
There are many subjects in the book “The Essentials of Criminal Justice.” Through the fourteen chapters, the chapter I will be discussing is chapter eleven. Chapter eleven talks about the history of correctional institutions, jails, prisons, and alternate correctional institutions. In this paper, I will be discussing only part of chapter eleven. It will be discussing the history of the correctional Institutions which includes the following: the history of the correctional institutions, the origin of corrections in the United States, the development of prisons, the New York and Pennsylvania systems, and the comparisons of the 19th and 20th century correction systems.
Through the process of assessment, guidance, effective intervention and treatment of offenders, the probations agency is able to help clients to function well in the community settings and to balance their mental state and interpersonal relationships. Any individual improvement in social – cognitive capacity, thinking, motivations, emotion and behavior regardless of how insignificant it is, will benefit family, community and society. This in turns reduces the possibility of prison overcrowding. Also keeping reoffenders from
Here is the revised version of the text with the plagiarism removed: "Thus, the parole system serves two purposes. Firstly, it acts as a deterrent for parolees, as they face the risk of returning to prison or a similar institution if they violate their parole conditions. Secondly, it offers opportunities for parolees to prepare themselves for a law-abiding life in society, facilitating their reintegration as their sentence expires. 2.6 Advantages of Parole The advantages of parole include: I.

As described above there is a dynamic interplay between protecting the community, upholding the law, and a person's rehabilitation. The judicial system only in exceptional cases imposes a life sentence without parole. The vast majority of people are returned to society at the end of their sentence. If the function of parole is withheld, it would greatly increase recidivism, the community is afforded less safety and security over the long term. The Parole Board envisions the prisoner's behaviour within custody is modelled upon the community expectation of behaviour.
First thing I would like to implement is where I would recommend that all offenders placed on probation and parole would have a baseline drug test. Then those with a drug abuse problem or history would have mandatory substance abuse counseling. This is because approximately two thirds of probationers can be characterized as alcohol or drug involved offenders (Treatment, 2005). I believe that this would help to lower the recidivism rate because the offenders would no longer have negative habits that take away from their monthly finances. It would also take away the need to commit crimes to pay for their drug or alcohol habits.
