Justinian 's Code was based off of the twelve tables. The twelve tables were a set of Byzantine laws that built up over time. It was very confusing and Justinian wanted to make simpler so no one would be confused. He simplified the twelve tables to Justinian 's Code. Now that it was simple and hit the main points, the Byzantine Empire didn 't have any confusion.
