Megan’s Law
How Megan's law came to be in 1994. Megan's law was made because of 7yr old Megan Nincole Kanaka. Megan was kidnapped by her neighbor, Jesse Timmendquas. She was then sexually assaulted and murdered. They found Megan's body the next day, July 30, 1994. Megan was last seen riding her bike home, her parents began to search when they found her bike in the front lawn. Cops found her body in Mercer County Park.
How Megan's law helps. By helping locate sex offenders. Being able to locate sex offenders allows for less rape cases, less sexual assults, less indecencies with childern, less kiddnappings, and murder. Megan's law also provides criminal penalties for sexual offenders who refuse to comply with Megan's law.

Megan's law does not restrict where a sexual predator may reside, but it can restrict predators from living near a school, daycare, park, ect. Megan's law allows for citizens to keep their kids away from predators to keep them safe.
Jesse Timmendequas. Jesse Timmendequas was the man that raped and killed his 7 year old neighbor Megan Kanaka. Jesse was born April 15, 1961. He is a convicted murder. Who on July 29, 1994 raped and murdered Megan. He was then convicted guilty of the murder and rape on July 30, 1994. He was then on death row till December 17, 2007 till the state's death penalty was abolished. He was then sentenced to life in prison, as of 2010 he is incarcerated in New Jersey prison in Trenton.

The United States Supreme Court in the Packingham v. North Carolina first amendment case has ruled in favor of Lester Gerard Packingham. The state from now on may not bar social media access to registered sex offenders. The case’s build up dates back to 2002 when 21 year old college student Lester G. Packingham had a sexual relationship with a 13-year-old girl. For involvement with a minor he received a 10-12 month sentence, but having never met problems with the law, the judge required him to go on a 24 month probation and register as a sex offender. Five years had passed and in 2008 North Carolina forbid any person on the sex offender list to use any type of social media.
Finally, the third time they took the case to court, the guy plead guilty. He’s in jail today. In addition to the homicide case, he also was involved in a suicide incident of a guy named Ryan and his baby named Helen. It all started with Ryan getting into an argument with the mom of the baby.
Who was the law named after? Caylee Marie Anthony, a two-year-old girl, lived in Orlando, FL with her mother, Casey Anthony, and her grandparents. In July 2008, Caylee's grandmother, Cindy, called 911 to report her granddaughter missing, stating she had not seen her for 31 days. Casey, Caylee’s mother, continued to provide conflicting alibies and stories as to the whereabouts regarding her daughter. It took until December 2008 to find Caylee's remains inside a trash bag in a wooded area near the family home.
Policy Analysis: Megan’s Law Sexual violence, particularly against children, is a significant issue all around the world. In the early 1990’s in the United States, there were multiple well-publicized cases of sexual violence against children. From kidnappings, to rapes, and everything in between, violence was being committed against children and something needed to be done about it. In 1996, Megan’s Law was passed in response to the sexual assault and death of Megan Kanka, a seven-year-old from New Jersey (Corrigan, 2006).
The same year Hendricks was facing release Kansas enacted legislation to address the civil commitment of individuals known to be sexual predators. The result was the Sexually Violent Predator Act, Kan. Stat. Ann. § 59-29a01 et seq. (1994), known as K.S.A. 59-2901 et seq.

Jeffrey Dahmer was a famous murderer in 1978 until 1991. During this time he killed 17 men by meeting them at gay bars, bus stops, and other places, promising them sex or money if they went with him. Jeffrey would give them drugs that were laced with alcohol before suffocating them to death. He would take pictures of the men while he was killing them and afterwards would have intercourse with their dead bodies. Dahmer went so far with these killings that he kept parts of the bodies as souvenirs.
Introduction Paul Bernardo also known as Paul Jason Teadle was born on the 17th of August, 1964 in Scarborough, Ontario to the family of Mr. Kenneth Bernardo and Mrs. Marilyn Bernardo. He grew up living with his parents in Scarborough and he attended University of Toronto-Scarborough from 1982 and later worked for an American company called Amway that was into marketing of health, beauty and home care products. In October 1987 Paul Bernardo met Karla Homolka that he later married in June 1991. Paul Bernardo is known till date as the most notorious Canadian serial rapist and murderer, who is commonly referred to as the Scarborough rapist for the several kidnapping, murders and rapes that he commited with his wife, Karla Homolka. Paul Bernarado adopted several techniques to commit his crimes, starting from sometime in May 1987.
He grew into a rough childhood, his mother was an addict and his father was mostly absent. But, that’s no excuse for anything he did. Throughout high school, he was known to do malicious things, such as sneak into all the club yearbook pictures (see figure 1). By the end of high school, something that was as harmless as a few pranks turned into murder. His first murder took place after his high school graduation; he murdered a guy named Steven Hicks who was hitchhiking.
According to ncbnews (2016), on October 22, 1989, Jacob Wetterling who was 11 at the time was riding his bike with his brother and a friend by his house in central Minnesota, when he was kidnapped by a masked gunman who was later identified as Danny Heinrich. Heinrich, who sexaully molested and killed Jacob then burying his body in a pit near Jacob’s home. The police suspected Heinrich from the beginning but he claimed that he had no connection to the case, and the police lacked significant evidence to question him. After the case became cold, Jacob’s parents pushed for a national sex offenders registration list, and in 1994, congress passed the Jacob Wetterling Crimes Against Children and Sexually Violent Offenders Registration Act. First, it informs the public of offenders’ important addresses and convictions. This can help guardians protect the children under their care. A prime example of this is Megan Kanka as she might still be alive today if her parents had access to this information. Second, Megan’s Law also has a picture of the offender where all their information is listed. Addresses can be helpful to a certain point, but offenders can go to other places such as parks and stores.
To have a law passed under the name of a victim is world-wide changing, as the terrible acts could be restored into the criminal justice system today. Although, the circumstance of any law passed by legislation is too hard to understand why would anyone want to commit such a horrific crime, the answers, we may never know. As many Americans may remember it, the world stopped on July 15, 2008 as people heard across the nation on the news, radio, and perhaps social media. A two-year old little girl from Orlando Florida was missing, and her name was Caylee Marie Anthony. Casey Marie Anthony gave birth to Caylee on August 9, 2005 in Orlando Florida.

Megan's Law is a controversial law that requires sex offenders to register with law enforcement authorities upon their release from prison. The law was enacted in response to the sexual assault and murder of 7-year-old Megan Kanka by a neighbor who had twice been convicted of similar sex offenses and was on parole. At least one victim recalled seeing a woman videotaping her rape. On April 16, 1992, the married rapists/killers abducted 16-year-old Kristen French from the parking lot outside of French’s church. They then raped, tortured, and murdered the pretty young girl and left her nude body in a roadside ditch. DNA evidence finally led to Bernardo’s arrest on February 17, 1993.
