In 1997, pre-school education and childcare have increased by government spending with the aims of enhancing the affordability, convenience and quality of childcare and encouraged mothers to return to work. Sure Start and Children’s Centre Programs has undergone with the extensive changes in Early Childhood education. Accountability placed as a greater emphasis upon the attainment of excellence. The information and knowledge were seen as the government initiatives to target the well-being of young children. The federal government bought a national vision on activities of early childhood development problems which demonstrate the use of data collection instrument. The Early years was implemented in 2004 and related the experiences of government initiatives to early childhood development. In the period of 2007 to 2010, 21 community projects and 36 projects were funded to run from 2005 to 2008. Government initiatives focused on the summative evaluation rather than the pilot projects. A complex of family, genetic, community and environmental risk or protective factors is influenced by Children health and development which shows that family adversity of a child has more indicators. Since some social environments like neighbourhoods and local communities are crucially important. Other communities are particularly damaging for children because it is well gifted with social capital.

Janet acknowledges the children of Head Start are in difficult situations in which they are poor or they are referrals from child protective services. The positive short term effects that Head Start offers is a lasting influence on the child’s future. The fact in which Head Start is still operating after 50 years is an indicator of an evolving quality preschool. I agree with most of the article, however, I do not feel as though this article provides the Head Start Program with justice.
NAEYC argued for salaries and benefits to be linked to qualifications and responsibilities. In 1999, Child and Youth Care forum published a series of articles in a symposium on the professionalization of the early childhood care through developing a positive relationship between professional development and the status and salaries of the childcare staff. The need for improved child outcomes, quality programs, and teacher qualifications has continued to frame the discussion around professional status. As part of the “Every Child Matters― and childcare act of 2006, the government decided that all children age 3-4 were entitled to 15 hourâ€TMs free part time early yearâ€TMs education per week. Childr aged 3-4 are entitled to this for 38 weeks of the year. Although this a government funded scheme, any additional hours that parents wish their child/children to receive as part of the early yearâ€TMs education scheme must be funded by the parents. Provision for early yearâ€TMs education is about supporting young children age 3-5 years in nursery and reception. It concentrates on teaching children through play compared to KS1 and higher which is a more formal style of education.
National policies, strategies and initiatives Early year’s foundation stage (EYFS) policy set standard for school leaders, childcare providers, school staff and child minders. It stipulates that nursery setting must ensure the safety and health of children. The standards also make sure that every child of the school going age has access to education. EYFS set standard that make sure children acquire quality education to help them develop as well as learn (EYFS, 2016).
Over the past 20 years, the workforce identity of the early years setting has changed dramatically. Policy and governmental changes have inspired children led improvements and this has affected the identity of the Early Years Teacher. In 1997 the Labour Government outlined their commitment to improving quality within the early years setting and one of the main areas they concentrated on was the quality of staff within the settings. This resulted in the view that 'quality' was qualified. Examples of these factors would be a child’s extended family members, a child’s neighbourhood where they are staying and maybe even the parents of the child’s workplace. These factors in this system can have a negative or a positive influence on the development rate of a child. For example, if a child’s parents lose their job this can become a problem for the child as the parent won’t be able to buy food, and pay rent. This will have a negative effect on the child’s development. Another example would be if a child’s parent gets a raise or a promotion the parent will be able to give the child a better way of living.
There are a great number of studies that state that the first five years of a child’s development are the most important and that they will set the tone for the child’s ability to learn, socialize, and be a successful member of society. Because of this, proponents believe that preschool should become mandatory for all children. While this might seem like a good solution to some, preschool should not be mandatory for all children before they enter kindergarten. There are many factors to be considered in a child 's early development and to put a blanket demand on entering preschool, could be a disservice to some children based on parental influences, environmental factors, and the level of education and care being given in a particular home childcare
