Foster Care Persuasive Speech

Foster care is one of the oldest social systems, its official implementation dating back to 1909, when the federal government officially suggested that foster homes were the best way to care for children, as opposed to the former system of orphanages and orphan trains. Foster care began as a voluntary way for parents to ensure their children could live a better life, but has since become a largely involuntary way to remove a child from a potentially dangerous situation (Rosenfield et al., 1997). Social workers predate this system, first appearing within the first Charity Organization as “friendly visitors” in 1877 (Segal, 2020). Protecting the child and provide an opportunity in which they will live a close to normal life is the goal. But with so many children in foster care and so little workers, children can be over looked. How can a child live in foster care their whole life? “It has been long stated and strongly held belief that foster care must not be a way of life for children, but rather that it is intended as a short-term treatment measure which, for the children’s welfare, must eventuate in their return to their parents or in legal adoption” (Kline,1972,p.51). Children eventually need to be put into long term, permanent homes.

Foster Youth books often expand on the complexity of psychosocial transformations and trials and tribulations children face in the process of being placed in foster care system, but authors do not incorporate testimonials from the youth. An example of such book is called To the End of June, in which the Cris Bream sheds light on the foster care policies and the meaning of family without expanding on the life history of foster children. In order to be able to understand one of the most vulnerable members within society, foster youth, it is important to have contextual evidence, such as personal testimonies from the youth. Yes, it is significant to understand the statistics and policies that play a role in the foster youth community, but it is vital for stories to be shared in order to humanize the group.

Laura Finley states, “Indeed, restoration of the family is achieved in over half the cases of foster care, according to federal statistics. Where this is not possible, permanent adoption is the goal with about twenty percent of foster children. Other children are simply waiting until emancipation…” (Jacobs and Finley). The issue with this view on the foster care system is that its completely sugar coated.

Book Review The Bullet by Mary Louise Kelly [Video] Written by former NPR correspondent, Mary Louise Kelly, the story is interesting and kept my attention, however, I would not say it was heart-pounding. On the surface, Caroline Cashion is gorgeous, smart, and successful; dig a little deeper and find she is a bit too isolated, enjoys sex without strings, and fears commitment. Adopted at the age of three by a well-to-do family in Washington DC, Caroline remembers nothing about her birth parents or for that matter, the tragedy in Georgia that erased them from her life.

A significant amount of children in today’s society belonging to the foster care system will never gain the knowledge of their full potential. This system can provide a better life for some children or be abusive and dangerous for others. Ashley Rhodes grew up in a child care system where she acquired a difficult childhood and a failing mother, however, she gained her success today while in the system. Being taken away from your biological family and placed the foster system is unfortunate for any child to say the least. There are, however, on occasion, positive aspects that arise from such circumstances.

Another way to improve the foster system is to have background checks, making sure that the people they hire, and foster parents aren’t abusive and horrible to the kids. The background checks for foster parents or caretakers could save abuse for the kids, and maybe even death, they can help determine whether or not if this is a person they want the kids around. This is shown in an article named, “U.S. Foster Care a Flawed Solution that leads to more Long-Term Problems”, they explain the lives of kids who have experienced awful people they were sent to live with. The author wrote, “Removed from the home of a mentally ill parent… Within months, the mother’s condition deteriorated and the child was killed,” (Stone, 2014).

The parents that emphasize good character and raise the children to be more than phenomenal, impact our society greatly; let alone the foster children’s lives. Those are the kind of parents we need to encourage to have open arms and embrace foster children to truly effect their lives for the best of them. It’s a tragedy that finding beneficial parents are so laborious. “More than one-half of children in foster care have ever experienced caregiver violence or caregiver incarceration and almost two-thirds have lived with someone who had an alcoholic or drug problem” (Bramlett).

The foster care systems has and will always be a part of society. The idea of a foster care system has always been around, even if it was not properly attained in the past. There has also been other methods to try to find placement for children with no or bad homes, for example the orphanage train, living with widows or living house to house in a community. Now in today’s time, we have an organized system of foster care with two different types of homes for children. For example we have group homes, which is a care facility that houses six or more children at a time.

Have you ever thought about how it feels to be ripped out of the only place that you know as home? To get no explanation of why your parents just did not want you anymore? Not a lot of people think about this. Usually, the only people that do think about this is children that are experiencing or have experienced this problem. The children’s rights website stated that, “On any given day, there are nearly 428,000 children in foster care in the United States.”

In representation of articles like this for foster care has made individuals aware of their adaption to society’s practices of “don’t ask, don’t tell” rule. That has changed the laws that are in place to result in harsher punishment if one was to harm, abused, and/or neglect a child/children. Common misconceptions associated with being in foster care portray youth in the system as orphans. Youth in foster care are supposedly delinquents, and will perform poorly in academics compared to their peers who are not placed in these institutions. In society, these stereotypes are often pretended, but very little people understand the circumstances and factors the youth in the foster care system are facing. Youth in care are often juxtaposed to their community counterparts, to signify the impact of being a ward of the state, rather than being with a family member.

Many of the placements are done to carry out the systems policies and other placements are done if foster parents don’t meet the child needs. Children are less likely to be moved many times if a foster family is prepared to meet the child 's challenging needs. The foster care system is also in need of more social workers that will ensure that the child is placed in a good family so that they are not moved several times. Plenty of placements are also done if the child is initially placed in short-term care but needs to be moved to long term. However, the more changes a child experiences decreases the chance of them returning home or being adopted.

We all end up lucky or unfortunate. We get lucky with the parents that love and care for us, and unfortunate with the ones who do not want us, or don’t care for us. For foster kids, they go through several houses with several different families. Sometimes these families are not the ideal family, and there is abuse and neglect in these homes. Foster kids never really get a break until they are adopted by a loving family.

They often make poor choices that lead to their children going into foster care. Foster care is the temporary placement of a child in a new home. Today, I will be explaining what foster care is, the effects of foster care, and the process of adoption after a while of care. On any given day, there are about 482,000 children in the foster care system. My hope for the future is that people can learn more about foster care and realize how big of a problem this actually is.
