The share of Latino immigrants in the United States is rapidly increasing. In fact, 17 percent of Latino students who are enrolled in public schools are undocumented (Perez, 2010). The growth in the presence of Latino immigrants is especially true in California. Currently, California holds the largest concentration of undocumented Latinos (Perez, 2010). As a result, the state has enacted policies, such as Assembly Bill 540 (AB 540) and its follow-up law, the California Dream Act, so that higher education would become more accessible to students without legal status. In the United States, it is estimated that over 65,000 undocumented students graduate from public high schools each year (Perez, 2010). However, only 7,000 to 13,000 of these individuals enroll in college after completing their secondary education (Diaz-Strong, Gomez, Luna-Duarte & Meiners, 2011). Researchers state that many undocumented high school students graduate with the requirements that are needed for them to be accepted into public universities in California (Diaz-Strong et al., 2011). However, before AB 540 was passed, undocumented students who desired to attend college had to pay out-of-state tuition. This requirement significantly hindered immigrants’ ability to access higher education. After all, the cost of out-of-state tuition is considerably more than the cost of tuition for California residents. For example, this years’ tuition for California residents at UC Davis is $13,952 whereas the price for out-of-state tuition is $38,660 (Budget and Institutional Analysis, 2015). Since the majority of Latino individuals without legal status come from low-income backgrounds (Diaz-Strong et al., 2011), the cost to attend college appears to have been prohibitively expensive for them before AB 540 was enacted. Celia Jeas Falicov who is a clinical psychologist, author and currently teaching at the University of California in San Diego wrote the book. As the main contributor of the book Celia’s goal is to help others understand the importance of being competent when working with Latino Families and acknowledging that because the families come from a different background than those giving the interventions we must find therapeutic approaches that will benefit the Latino community. Falicov gives great insight to the different Latino communities that we could encounter and successful evidence based practices that can be used such as a meeting place for culture and therapy (MECA).
Immigration is a very broad topic, taking into consideration all of the emotional aspects it also provokes for the group of minorities that fall into this category in the United States. Although America is the home of a range of diversity, many still wish that their hopes of completing their “American dream” does not end soon. The Deferred Act for Childhood Arrivals (DACA) is shortly coming to a complete end. This privilege of having the act gives many the opportunity to be considered a citizen and have most of the benefits that this act offers. But there are still immigrants, like Jose Antonio Vargas, out there who “even though I think of myself as an American and consider America my country, my country doesn’t think of me as one of its own.”
In 1978 a group of California residents and businesses decided to pass a proposition that would reduce the overall tax rate for all local governments. The Ambivalent Legacy had California citizens and legislatures took a vote which lead to the passing of Proposition 13. Proposition 13 increased all states and local tax it also reduced property tax rates on homes, businesses and farms by 57% this was a great impact on not only California but as well as the United States. California passing proposition 13 socially impacted America by being named the “People’s initiative to limit property taxation”. It was called this because proposition 13 was an Amendment of the constitution of California.
In the book Chicano Students and the Courts, the author Richard R. Valencia provides a very detailed overlook of the education litigation that the Mexican American students and community went through for education. They fought for education equality and desegregation in schools throughout the country from K-12 and in higher education facilities. The separation of Mexican Americans from their white colleagues around 1848; this started the mistreatment and discrimination of students of Mexican decent. As the Latino population of the United States continues to burgeon, so does its influence in all aspects of American society. The far-reaching influence of Latinos has exploded in the past few decades, with 17% of the U.S. population who identify as Latino controlling over $1.5 trillion USD in spending power. A section of society where Latino influence continues to rise is in the American political process and the formation of public policy. Latinos have managed to fill a vacant position in nearly every spot of government, culminating with a U.S. Latino holding a crucial stake in a fierce battle for the presidency. As Latinos continue to grow in size and influence, attention should be invested in promoting civic engagement and enhancing political representation of Latinos at all levels of government.
Due to the lack of knowledge and awareness, the negative perceptions of minorities still exist in the U.S. In order to change these negative perceptions, the inequality of education faced by immigrants in the U.S. needs to be addressed. Providing an equal opportunity for a college education can effectively change these negative perceptions, in that immigrants can provide to the economy with advanced jobs and skills. Continuing to ignore these inequalities allows for the stereotype that immigrants are uneducated and leeches to the society grow and become more prominent. The best way to alleviate these perceptions is through providing an equal opportunity to a college education, this allows for immigrants to provide to the economy and break the stereotype.
III. Achieved Identity of Undocumented Immigrants The achieved identity of an individual is the way in which one feels about his or herself. The way in which one understands his or her belonging. For the case of many undocumented immigrants, their identities vary depending on the time that they have spent living in the U.S.
Now, that it is 2017, The United States of America does not deny education to anyone. Including those who are undocumented such as myself. I can’t compare to those life threating dangers that they face but to this day I still fear deportation. I was brought to The United States when I was two-years old and since then I have not been back to my home country. I grew up here, I learned the culture, the language, and I was also blessed to be able to get an education here.
One of the toughest adjustments, having been born to Mexican parents, is migrating to an unknown country where traditions and languages differ from one 's own. Though many pursue an education and strive for a better life, the purpose behind an immigrant, like myself, differs from the typical American. Immigrants strive for a life that was once impossible, going to school is not only to attain an education, but to better prove that we can also become successful regardless of our traditions and skin color. I lived in a country for over fifteen years, fearing deportation, not only losing a home, but potentially saying goodbye to a bright future. Although many feel empathy for Mexican-Americans, it is undeniably difficult to truly comprehend the immense trauma children and even adults undergo upon experiencing racism and prejudice.
Senate Bill 1543 that became effective August of this year works to protect students who did not complete a typical high school program from being treated unfairly when being considered for admission to a university. A student who submits evidence of completing an education following the same standards, specifically including standards on standardized testing scores, than they must be equally considered as a student who did graduate from a public school. In order to determine this student’s would-be rank in a high school class if it is a factor in determining admission, the institution must decide that student’s rank based on the average graduating students rank with similar testing scores on the standardized test
The increasing numbers of Latino youth who obtain college degrees are become active in politics, with the biggest trend of Latino population is youth and growth we can only hope for even more support in politics. “For the first time ever, Latinos accounted for one in ten votes cast nationwide in the presidential election, and Obama recorded the highest ever vote total for any presidential candidate among Latinos, at 75%” (Barreto and Segura 145). The Latino vote is becoming a crucial element to politics because of their size in population. . “While turnout declined nationally from 2008 to 2012 (by 2%), among Latinos there was a 28% increase in votes cast in 2012 (from 9.7 million to 12.5 million) and Obama further increased his vote share among Latinos in 2012 compared to 2008” (Barreto and Segura 145). Segregation of Mexican Americans from the dominant Anglo race has been around for many years. Since the Treaty of Guadalupe Hidalgo Mexican Americans have been treated like a second-class race facing racism and segregation. As a result, segregation in the education system affected Mexican American children. An increasing number of Mexican Americans across California led to an increase of Mexican children enrolling in schools. Throughout the history of the United States, immigration has and continues to be an issue that is present today. Undocumented immigrants face many hardships living in our country with limited access to attain a lifestyle as any other American. These limitations affect undocumented immigrants in their daily lives and they face downward social mobility. In the workplace along with anywhere else, immigrants face fear of deportation and exploitation due to their ‘illegal’ immigration status, therefore they remain living in the shadows and in extreme distress. If opportunities such as a work permit was granted to immigrants, their chances of succeeding in the labor market would be rewarding.
Immigration and The American Dream Immigrants from the mid 19th century and early 20th century consisted of mainly Southern and Eastern Europe, Asia, and elsewhere. Immigrants motivations, experiences, and impacts shaped what an immigrant had to go through being a different person from another country. Although Americans dislike foreigners who came to the United States, immigrants had a role in political, economic, cultural, and social aspects of immigrants because of their motivations, experiences, and impacts in America. New Immigrants did not have it easy and went through obstacles natives, political figures, bosses and others had thrown at them.
As Americans, we view the Constitution as a stepping stone to making the great country we live in today. Yet, we the people of the United States failed to realize another component in order to form a perfect union. Which is to establish and promote equal opportunities for a quality education for all. However, we live in a society where social locators such as class, gender, and race are huge factors in the determination of one’s educational future.
